In one sense no. Under the reforms, oligarchs are still unaccountable and not able to be bought to justice in Ukranian courts, which is a failure.
This is an overly simplistic view, however. The reform was part of a move towards radical openness which has been prevalent in the country and is a worrying prospect for Putin and his oligarchs.
