Irene Avina Morales, 37, worked in the Neighborhood Service Department, but got in trouble for a city-contract kickback scheme that was facilitated by Oscar G. Rodriguez, a project manager in the private sector who also corrupted another city official.
Morales awarded a $26,040 contract to clean a lot on Maridel Avenue to a business whose owner was an acquaintance of Rodriguez, at Rodriguez’s direction. Between June 2008 and August 2009, the contractor, SECSA International Inc., made $5,100 in bribe payments to Morales at Rodriguez’s direction, according to an investigation by the FBI and the Internal Revenue Service.
Morales then used a third unidentified person to conceal and disguise the bribe money, records show. U.S. District Judge Xavier Rodriguez instructed Morales to pay back $5,100. SECSA, meanwhile, cooperated and was not charged, records show.
