Police in Busia on Wednesday arrested the district council chairman, Mr Adea Ouma, over his refusal to hand over office and district property in his possession. The order to arrest Mr Ouma was given by Local Governments Minister Adolf Mwesige after he repeatedly defied directives by the minister to hand over office until a corruption case against him is disposed of. Mr Ouma was arraigned by the Inspector General of Government before the Anti-Corruption Court last November on allegation of soliciting and receiving a $ 2,000 bribe from a South African gold miner. Mr Ouma, who defied three written directives from the minister, arrived at the district headquarters at 3pm and joined a meeting that had started at noon.
